Client: ECC (California) Location: Yap, Federated States of Micronesia Project: FY26 MCON Project P-1200 Overview EliteCorps developed a Rough Order of Magnitude (ROM) cost estimate for a major upgrade and expansion of the commercial port at Yap, in the Western Pacific. Working from the draft final design drawings prepared for NAVFAC Southwest, EliteCorps produced an AACE Class 3 estimate (expected accuracy of +30% / -10%) spanning the full project scope — from in- water marine structures to upland roadway construction — and built it up into a fully burdened, escalated construction value. Scope Estimated • Existing wharf rehabilitation — concrete deck replacement, pile installation and pile caps, cap-beam repair, a heavy-duty crane hard stand, bollard and foam-filled fender upgrades, wharf appurtenances, and electrical, water, and storm-drainage utilities. • New pile-supported wharf — a roughly 460' × 100' deck with a roll-on/roll-off (Ro-Ro) ramp, access pier, approach slab, and ground improvements. • Breasting/mooring dolphin — substructure, aluminum catwalk, gangway, and supporting electrical. • Marine protection systems — cathodic protection, high-mast lighting, and security/site improvements. • Port-to-Airport connector road — multiple roadway segments including demolition, excavation and base preparation, paving, signage and striping, stormwater features, a retention pond, and landscaping. Estimate Methodology & Highlights • Remote-island logistics modeling. EliteCorps provided market-driven costs for the Western Pacific, including extensive mobilization and demobilization costs, stevedoring on both the West Coast and in Yap, per diem and lodging, fuel staging, and the temporary on-island plants and the work demands (concrete and asphalt batch plants, an ice plant, a reverse-osmosis water plant, a mobile materials laboratory, and material stockpile areas). • Conditions-based adjustments. The estimate applied a labor-productivity adjustment for remote, tropical working conditions and an escalation factor tied to the projected award date and a 36-month construction window.

End User: United States Marine Corps Location: Marine Corps Base Quantico, Virginia Design Stage: Concept / Schematic (DD Form 1391 development) Overview EliteCorps prepared a planning level (AACE Class 4) construction cost estimate supporting DD Form 1391 development for a major Marine Corps military construction (MILCON) program at Quantico. Working directly with HDR's engineering team, EliteCorps built the estimate from conceptual design documentation, programming information, and a site survey of existing conditions, which produced a high quality / defensible estimate to support project programming and budget justification. Scope Estimated The program comprised three primary components: • New headquarters facility — a multi-story administrative and secure operational facility, including command suites, conference and engagement spaces, secure spaces, communications infrastructure, and associated support areas. • Existing building renovation full renovation scope informed by a site tour to identify existing conditions requiring remediation ahead of the work. • Parking structure and supporting site work. Estimate Methodology & Highlights • Multi-method estimating. EliteCorps combined assembly level, area-based, and unit-based pricing with system allowances and parametric techniques appropriate to the concept level of design. • Engineering coordination. EliteCorps worked directly with HDR's design engineers to align estimate assumptions with evolving system parameters. They performed a site investigation of the existing building-to-ground renovation quantities to actual conditions. • Credible pricing basis. Pricing was developed from recognized cost references and indices, historical military construction data, recent awarded projects, and professional estimating judgment. • Escalation modeling. EliteCorps applied published cost-index escalation to multiple projected construction midpoints for each component, consistent with federal estimating guidance.

Client: Umar Pareja Architecture Location: Hagerstown, Maryland Design Stage: 15% Draft Design Estimated Construction Value: $0–$5 Million Overview EliteCorps prepared a detailed opinion of probable construction cost for a new single-story commercial flex space building. Developed for Umar Pareja Architecture at the 15% design stage, the estimate was built as a full CSI division quantity takeoff covering the complete scope of work — sitework and utilities, concrete and masonry structure, a structural steel roof and building enclosure, interior finishes, and mechanical, plumbing, and electrical systems. It was prepared to establish the fair market value of the work as a basis for competitive bidding, with all direct costs fully burdened for overhead, profit, escalation, bonding, and insurance.

Client: RMF Engineering, Inc. End User: National Institutes of Health (NIH), Office of Research Facilities Location: Bethesda, Maryland — NIH Bethesda Campus Estimated Project Value: $10 to $50 Million Overview EliteCorps prepared the 15% construction cost estimate for the renovation of NIH Building 21 on the Bethesda campus, working from design drawings prepared by RMF Engineering and EwingCole. The project pairs a new North Wing addition with the demolition of a significant portion of the existing South Wing, then layers in a full mechanical overhaul and site stormwater management improvements throughout the 21,480-square-foot building. The estimate spans the full range of trades, as is typical for medical and research facilities. Mechanical work was the clear driver at approximately 30% of the estimate, covering three 21,100-cfm air-handling units, chilled water and heating-hot water pumps, humidification, and a 180-point automation and controls package closed out with testing and balancing. On the electrical side, the scope included the installation of a new 4,000-amp switchgear, panelboards, an automatic transfer switch, a 150-kW generator, and pad mounted transformers alongside structural, masonry, roofing, finishes, telecommunications, fire- alarm, and sitework modifications that round out the build.
