Client: Legis Consultancy End User: U.S. Army Corps of Engineers, Galveston District Non-Federal Sponsor: Gulf Coast Protection District Designer of Record: Galveston Coastal Services, a Joint Venture Location: Orange County, Texas Design Stage: ECI Developmental Package — preliminary design, with select features progressed to higher design maturity Overview EliteCorps performed cost and schedule risk analysis (CSRA) supporting a twelve-site pump station package within the larger Orange County Coastal Storm Risk Management (CSRM) Project. EliteCorps mobilized on short notice to provide late-stage support following a personnel change on the analysis team, assuming the work in progress, re-running the Monte Carlo simulation against the updated risk register, and producing a revised report on an accelerated turnaround preserving the task order delivery date. The project is part of the USACE Galveston District’s portfolio of projects with the Gulf Coast Protection District as Non-Federal Sponsor under a 65% Federal / 35% non-Federal cost share, with USACE managing design and construction and the sponsor assuming operations and maintenance at completion. Scope Analyzed The twelve-site package comprised the following principal features of work: -Pumping and gate structures — pump station structures, navigable sector gates at the Cow Bayou and Adams Bayou complexes, intake junction boxes, and stoplogs with associated storage areas. -Flood risk reduction structures — T-walls and T-wall-to-levee transitions, drainage structures, and temporary retaining structures. -Buildings and support systems — control buildings / safe houses and fuel storage systems. -Channels and canals — interior and exterior canals, interior drainage canals, and intake, discharge, and bypass channels. -Site work and access — access bridges and ramps, access roads and parking, and ancillary structures. CSRA Methodology & Highlights -Rapid mobilization. EliteCorps stood up on short notice and came up to speed on an in-progress analysis quickly to keep the delivery schedule intact. -Monte Carlo simulation. EliteCorps re-ran the quantitative simulation against the revised risk register and updated cost and schedule bases, regenerating contingency and confidence-level outputs. -Comment incorporation. All outstanding client modification requests were resolved and reflected in the deliverable. -Accelerated report production. A complete revised CSRA report was authored and delivered on a compressed schedule to meet the task order milestone.

P623 & P624 - Early Qualitative Risk Analysis

End User: U.S. Army Corps of Engineers, Japan Engineering District Location: Japan Design Stage: Early planning / pre-brainstorming Analysis Type: Qualitative risk analysis Overview EliteCorps provided early-phase qualitative risk analysis to the Japan Engineering District as part of a broader initiative to identify project risk earlier in the delivery process. Rather than waiting for a formal risk brainstorming session to surface risk for the first time, EliteCorps delivered a qualitative risk picture to the project delivery team well ahead of that milestone. CSRA Methodology & Highlights -Risk is not static. Risks evolve across a project’s life cycle. Identifying them early expands the range of viable mitigation measures; risks surfacing late tend to leave fewer options available, and the options that remain are typically the more costly ones. -Time for the PDT to evaluate risks. Front-loading risk identification gives the project delivery team room to consider risk between milestones rather than compressing the entire effort into a single workshop. -Reduced workshop burden. In practice, the approach shortens the formal brainstorming session from a one- to two-day event to a few focused hours centered on likelihood and impact, a meaningful reduction in demand on district and design team staff.

Gutters Specialty Steel Site- FUSRAP Remedial Action

Client: Legis Consultancy End User: U.S. Army Corps of Engineers, Buffalo District Program: Formerly Utilized Sites Remedial Action Program (FUSRAP) Location: Guterl Specialty Steel Site, Lockport, New York Design Stage: Selected remedy per Record of Decision (ROD) Overview EliteCorps supported the cost and schedule risk analysis for a site-wide radiological remedial action under FUSRAP, providing subject matter expertise across risk register construction, quantitative impact development, Monte Carlo analysis, and final reporting. EliteCorps was engaged after an initial risk register had been drafted, and its scope centered on aligning that register with USACE CSRA protocols and developing the quantitative impact basis on a more defensible footing. Scope Analyzed The response action addresses FUSRAP-related constituents of concern — thorium-232 and total uranium (including isotopes U-234, U-235, and U-238) in buildings and soils, and total uranium in groundwater. The selected site-wide alternative comprises: -Building dismantlement and disposal — dismantlement and off-site disposal of ten site structures, including Buildings 1, 2, 3, 4/9, 5, 6, 8, 24, 35, and 48. -Soil remediation — complete soil removal to the groundwater-protective remediation goal with off-site disposal, eliminating the source term leaching uranium to groundwater. -Groundwater recovery and treatment — a rubblized trench with extraction wells and an on-site treatment facility, with system maintenance sustained across the remediation timeframe. -Long-term monitoring — a groundwater monitoring program initiated following soil and building remediation to inform recovery system design and track remediation progress. CSRA Methodology & Highlights -Risk register alignment. EliteCorps reviewed the register against USACE CSRA protocols and refined the risk statements and structure so that they carried cleanly into quantitative analysis. -Critical path scrutiny. EliteCorps scrutinized the critical path impact development, evaluating each risk against the project schedule to determine which genuinely drove critical path movement. Individual impacts were developed for the medium and high risks that did, producing a realistic picture of overall risk and of schedule-driven cost impacts. -Monte Carlo simulation. EliteCorps executed the quantitative simulation and developed contingency and confidence-level results from the refined register and impact basis. -Customized reporting. EliteCorps provided a customized report template tailored to the Buffalo District’s requests.

Cyber Operations Facility, 108th Wing

Location: Joint Base McGuire-Dix-Lakehurst, New Hanover Township, Burlington County, New Jersey Design Stage: Design and construction execution Overview EliteCorps executed a full-cycle cost and schedule risk analysis for a new Cyber Operations Facility supporting the 108th Wing’s Cyber Protection Team squadron in reaching Full Operational Capability. EliteCorps delivered the complete CSRA sequence with risk brainstorming facilitation, risk register development, Monte Carlo simulation, and report generation. The engagement was significantly accelerated after award. The original plan anticipated a May initiation with completion in early August; the schedule was subsequently compressed to a late-May start and a 15 June completion. EliteCorps doubled up efforts to meet that date, satisfying both the technical demands of the analysis and the budgeting cycle restrictions driving the accelerated delivery. Scope Analyzed A single-story permanent facility of approximately 12,600 gross square feet, comprising: -Controlled space. -Operational support space: approximately 4,000 GSF of uncontrolled space including conference and meeting areas, leadership and administrative offices, and operations support. -Mission areas: an operations center and training and testing areas. -Specialized systems: secure-space construction, RF shielding, emergency power, seismic design, antiterrorism/force protection (ATFP), and specialized mechanical and communications infrastructure. CSRA Methodology & Highlights -Full-cycle execution. EliteCorps facilitated the risk brainstorming session, developed the risk register, performed the Monte Carlo simulation, and authored the final report. -Schedule acceleration. The analysis window was compressed from approximately three months to roughly three weeks at client request, and was delivered complete and on time. -Secure facility risk expertise. ICD/ICS 705 construction introduces accreditation, inspection, cleared-workforce, and material-control risks not present in conventional MILCON delivery. EliteCorps accounted for these features explicitly in risk identification and impact development.

CD&I Headquarters Facility - Cost & Schedule Risk Analysis

Client: HDR Engineering, Inc. End User: United States Marine Corps Location: Marine Corps Base Quantico, Virginia Design Stage: Concept / Schematic Overview Alongside the planning-level concept estimate, EliteCorps prepared the cost and schedule risk analysis for the Marine Corps Combat Development & Integration headquarters program at Quantico. The concept submittal estimate, the CSRA, and Form 6196 preparation were delivered together in approximately four weeks — an aggressive window for a program of this scale and phasing complexity. Scope Analyzed The program comprised three interdependent components delivered on an active installation: -New headquarters facility — an approximately 170,000 SF CD&I headquarters building. -Existing building renovation — approximately 99,676 SF of full renovation scope. -Parking structure — a 1,195-space parking garage, with supporting site work. CSRA Methodology & Highlights -Condensed elicitation. Risk brainstorming was compressed into two one-hour sessions — an exceptionally short window for a program of this magnitude. EliteCorps offset the constraint with substantial pre-session preparation and tightly structured facilitation, producing a complete and defensible register without extending the PDT’s time commitment. -Phasing as the dominant risk driver. Construction sequencing across three interdependent components on an active base was modeled explicitly in the schedule risk analysis. Integrated estimate and risk delivery. Producing the concept estimate and the CSRA in the same engagement kept the risk basis and the cost basis fully consistent, eliminating the reconciliation gap that can arise when the two are developed separately. -Programming deliverables. Form 6196 preparation was completed within the same four-week window.
